The US founders understood this & they broke the arbitrariness of the situation by the determinations of a authoritative third party, i.e. the "Law Giver"...God "and that they were endowed by their Creator with certain unalienable rights" The Creator determined that man shall live with unalienable rights. Thus, man's rights is a rule from the Creator. Man's rights are what the US founders made the law of the land, i.e. the "rule of law" of the American Republic

So a mugging is the result of an ideology, or a serial murderer kills people because of ideology? People choose to kill other people, ideologies just maker it an easier justification sometimes. And if you tally up deaths, more people have died due to secular / scientific reasons than religious ones. Don't blame religion for how people try to distort it.
