It's Viktor & Rolf Fall/Winter 2007 ready-to-wear collection.
In this collection, each model wore scaffolding with her own lights and music, carrying their own fashion show as it were. And the model at 0:19 (Lindsay Ellingson) was the showstopper, so she wore the biggest and heaviest "costume".
