In the UK they are introducing water meters which means paying for what you use rather than a fixed price. Water saving needs to be build into our lifestyles without it affecting our quality of life otherwise it is going to be very hard to convince people to participate.
The example of taking showers instead of baths is good unless you take long showers ie more than 5-10 minutes then it is likely a bath will use less water.

Wehere I live in BC they started charging us for water because we were using too much.$500 bucks in a month.....
