I think the concept is that water is a controlled force. To the outside eye, water can't do very much in a still state. It is peaceful, unthreatening, inviting even. But if you trouble that water into a certain state it can become violent and destructive. As a lake it is soothing, but as a typhoon it can level entire cities. Therefore the ideal it to be like the nature of water.
