ive worked on a machien like this fuji cp at memory card technology producing ram modules! u should see it when it drops the pcb :)

To produce a motherboard you have to have advanced knowledge in microprocessor concepts, design and programming. It is not something ONE person does...it's a team of engineers.
Most of the time they use software which reads a net list and schematic and auto routes the via around the board. Doing this by hand on the computer would take forever.
You don't need a licence. In fact you can buy a line of motherboards from a manufacture and put your name on it. Got $500,000?
