The white dude here was staging the playgrounds for the next big HOAX (That's right, A HOAX!) which just recently happened, "OSAMA WAS KILLED AND CAST INTO THE OCEAN!" They could have just captured him and televised his trial/execution, but they can't and to stick to the storyline, they must "cast him into the ocean".
